Community Information and Referral Services (CIR)

Community Information and Referral Services (CIR) was founded in 1964 and incorporated in 1979 as a 501(c)(3) nonprofit organization and provides human service information and referral services.

CIR's mission is to serve as Arizona's key source of integrated information that brings people and services together to meet vital needs. CIR's vision is for all Arizonans to be easily connected to available health and human services in their communities.

Current programs of CIR include:
  • Arizona Foreclosure Assistance Hotline
  • CONTACS Homeless and Domestic Violence Shelter hotline for Maricopa County
  • HUD Homeless Management Information System (HMIS) for Maricopa County
  • Community voicemail for homeless persons
  • Health E Arizona hotline
  • Maricopa County free immunization and flu hotlines
  • Arizona Governor's Commission on Service and Volunteerism's Volunteer Challenge
  • Channel 12's Hero Central Partner
  • 2-1-1 Arizona
2-1-1 is the easy to remember three-digit dialing number designated in 2000 by the Federal Communications Commission (FCC) for 24/7 access to information and referrals for health and human services. On July 27, 2010, the Arizona Corporation Commission (ACC) designated CIR as the lead agency to provide 2-1-1 services statewide for Arizona. CIR activated 2-1-1 in October 3, 2011, becoming the last state in the U.S. to offer 2-1-1 access.

  • Easy access to vital community, health, and human service programs available
  • Coordination of volunteer needs and opportunities
  • Demographic feedback on trends in needs, services, gaps, and program areas
  • Acts as a support system for emergency 9-1-1 operatives and disaster relief
In FY 2012, CIR assisted Arizona residents with over 1.2 million service requests through the 2-1-1 call center and website www.211Arizona.org, and currently refers to over 37,000 statewide services provided by over 12,000 participating programs through over 3,000 agencies.
