Bruce Gardner – Bio
Bruce Gardner is the Town Manager for Queen Creek, Arizona, a position he assumed in January 2023. With more than 28 years in the public sector, Bruce previously served as Queen Creek’s Assistant Town Manager since 2015. Bruce joined the Town of Queen Creek in 2007 as the Human Resources Director. When his duties expanded to include Information Technology, Bruce was promoted to the Workforce and Information Technology Director. Prior to working with the Town of Queen Creek, Gardner served as the Human Resources Administrator for the City of Tempe. Bruce holds a Master in Public Administration and a Bachelor in Business degrees from Arizona State University. He also received certification as an executive for Human Resources from the Public Sector Human Resources Association (PSHRA).




Constance Halonen-Wilson – Bio
Constance Halonen-Wilson serves as the Communications & Marketing Manager for the Town of Queen Creek. With more than 15 years in municipal and non-profit communications, Constance has worked in specialized fields including law enforcement and domestic violence in addition to general municipal communications. Constance holds a Bachelor’s in Psychology from Knox College, a Master of Social Work from Arizona State University and a Master of Business Administration from Benedictine University. Constance loves to run and explore, which works out well as her two daughters keep her very active!

Tammy Vo – Bio
Tammy Vo leads Goodyear’s Digital Communications team in one of the nation’s fastest-growing cities. Since joining the city in 2018, she and her team have earned multiple awards for innovative campaigns, including the creative push to bring Trader Joe’s to Goodyear and progressive approaches to social media engagement.

Tammy previously served as Marketing and Communications Manager for the City of Phoenix, where she led communications for major events such as the Super Bowl, the College Football Playoffs, NCAA Final Four, and presidential visits, as well as managed crisis communications.

Before government service, Tammy was a broadcast journalist in Arizona, working as an anchor and investigative reporter. Career highlights include uncovering a mayor’s spending scandal, reporting from Arizona’s largest wildfires, covering multi-million-dollar drug busts at the border, and reporting live from Hollywood’s red carpet.

A Phoenix native, Tammy holds a B.A. in Broadcast Journalism from Arizona State University, an M.B.A. from the University of Arizona, and is a certified project manager. She is married with three children and a Danish-Swedish Farmdog.

Deborah Ostreicher – Bio
Deborah Ostreicher has over 25 years of experience in doing business around the globe, holding leadership positions in various organizations from high-tech and aviation to tourism and non-profits. Her career took her overseas for a decade before returning to the US as her base. She credits much of her success to her ability to communicate.

Now she is sharing her secrets with you as a professional speech and leadership communications coach. Hundreds of clients sing her praises and point to her training as key to their professional growth. Her ability to bring out the best of individuals, while showcasing their knowledge is an art and she is a true artist.

Performing in public from the age of five as a musician and dancer led her to winning roles in musical theatre and comedy. She earned her undergraduate degree in Liberal Arts from the University of Maryland, College Park; her MBA in International Business at the American University, Washington, D.C. and her certificate in Leadership Communications from Harvard University, Cambridge.

She created Distinguished Communications to empower individuals, teams and companies through effective communication. Deborah says, "Watching clients evolve into stellar presenters and being a part of the positive impact it has on their work and self confidence is the most rewarding part of my job."
