Nancy Davidson – Bio
Nancy Davidson serves as General Counsel to the League of Arizona Cities and Towns. She began her legal career at a nonpartisan institute dedicated to the advanced study of constitutional law and policy. She then worked in private practice, representing various municipalities and special districts in Central Arizona. Prior to joining the League, Nancy served as an inhouse attorney for the Town of Gilbert where she advised on a wide range of matters, such as zoning, land use, and contracts.

Ben Lane – Bio
Ben Lane, was appointed the Scottsdale City Clerk in March 2021. In addition to coordinating City Council Meetings and support to six Councilmembers, he has overseen five city elections and the City’s Records Management program in Scottsdale.
Previously he was a Deputy City Clerk with the City of Phoenix, where he oversaw the City’s Records Management Program and managed campaign finance, candidate assistance, early voting and voting day functions in 15+ elections. Ben was the project manager for the City’s transition from polling places to voting centers. He started with Phoenix as a Management Intern (now known as the Management Fellows Program).
Ben has been a member of the Arizona Municipal Clerks’ Association (AMCA) since 2009 and serves on the Executive Board as the Large Communities Director. He is election certified through AMCA and the Arizona Secretary of State.
In March 2023, he was appointed to the Governor’s Bipartisan Election Task Force by Governor Katie Hobbs. The Task Force was charged with making recommendations to enhance the accessibility and security of Arizona’s elections.
He has an undergraduate degree from Texas A&M University; a law degree from The University of Texas; and a master’s degree from The University of North Carolina. He is licensed to practice law in Texas.
Duncan Miller – Bio
Duncan Miller is a dedicated public servant with nearly three decades of experience in municipal government. A native of Santa Fe, New Mexico, he earned his bachelor’s degree in political science before pursuing a master’s degree in comparative public administration with a specialization in international relations theory.
He has served for 28 years as a municipal clerk with the Town of Paradise Valley, where he has administered over 26 elections. In addition to his municipal experience, he has worked briefly at both the state and federal levels of government, including as a Page in the U.S. House of Representatives. His broad background reflects a strong commitment to public service and a deep understanding of governmental processes across multiple levels.

Andrew Ching – Bio
Andrew Ching is the Town Manager for the Town of Paradise Valley, a position he has held since June 2023. He served as City Manager of Tempe from 2013 until leaving for Paradise Valley last year. Before that, he was Tempe’s City Attorney from 2006 to 2013, served as a trial prosecutor for the City of Mesa, and as an associate in a local law firm, primarily representing Arizona cities and towns in land use litigation. Ching is an Arizona native, born in Tucson and raised in Tempe. He has been a Valley resident for nearly 50 years. He received a bachelor’s degree from the University of Arizona in 1991 and earned a law degree from Arizona State University in 1994.
Andrew McGuire – Bio
Andrew McGuire focuses his practice in the areas of government and municipal law with an emphasis on public finance, special districts, real estate, land use, and zoning. His experience includes public finance, impact fees, annexation law, improvement districts, general municipal law, election law, code enforcement, contract and procurement law, open meeting law, and condemnation. He currently serves as Town Attorney for several Arizona municipalities.
Prior to joining Gust Rosenfeld, Andrew was a member of a local law firm where he served as District Counsel to an Arizona sanitary district in addition to his work as City/Town Attorney. Andrew also represents Arizona Native American Communities in solid waste and real property matters. He is AV® Preeminent™ rated by Martindale-Hubbell®, representing the highest rating in legal ability and ethical standards.
