Stephanie D. Smith, Director of Elections Services for Best, Best & Krieger, is a Master Municipal Clerk and has served on the Executive Board for the City Clerks Association of California, most recently as President in 2018-2019. With 35 years’ experience in municipal government, she worked for the cities of Paramount, Perris, Lake Forest, and Murrieta before retiring from City employment and moving to the private sector, where she heads up the firm’s Election Services division, providing Municipal Clerks with election advice and redistricting demographic and public hearing services. She holds a Bachelor’s Degree in Management and is the author of over 100 published articles on a variety of topics, including workplace change initiatives, personnel issues, business management, work/life balance, and financial planning. Her first book, ‘Values-Based Goal Setting: How to Dream Big and Live the Life You Were Meant to Live” was an Amazon #1 bestseller in the Vocational Guidance and Business & Money Short Reads categories. She trains regularly for the City Clerks Association, Master Municipal Clerk Academy, California Building Officials Association, and facilitates Athenian Dialogues throughout the western United States and virtually across the United States.

Constance Halonen-Wilson, serves as the Communications & Marketing Manager for the Town of Queen Creek. With more than 15 years in municipal and non-profit communications, Constance has worked in specialized fields including law enforcement and domestic violence in addition to general municipal communications. Constance holds a Bachelor’s in Psychology from Knox College, a Master of Social Work from Arizona State University and a Master of Business Administration from Benedictine University. Constance loves to run and explore, which works out well as her two daughters keep her very active!

Victoria Roedig, began her local government career with the City of Chandler in 2018 working primarily in the City Clerk’s Department and Law Department. In 2023, Victoria went to the City of Scottsdale and in 2024 to the Town of Queen Creek where she currently serves as Deputy Town Clerk.

Bridgette Rhodehouse, has been with the City of Chandler for 2 years in the RIM Division supporting the LAW Department and City Clerk’s Department. Her field of study was in General Business. She has completed the Government Archives and Records Administration Certificate through NAGARA and recently attended an ARMA convention that focused on Information Governance and AI. She is on the AMCA Records Management Committee and the AI subcommittee.

Ian Newcomb, is one of the Deputy Town Clerks for the Town of Florence and specializes in records management. Ian is an Arizona State University alumnus and works diligently to establish a Sun Devil foothold south of the Gila River. This is his second year working on the Records Management Committee and first time presenting to his peers in AMCA, but with more presentations on AI in the works, this won’t be the last you hear from him!

Lily Meier, supported the City of Chandler's City Clerk and Law Departments in Records and Information Management (RIM) from March 2023 to October 2024. In 2024, she achieved the Certified Information Professional designation from the Association for Intelligent Information Management (AIIM). Currently, Lily is nearing completion of her Bachelor of Applied Science degree in Organizational Leadership at the University of Arizona, with plans to further her career in the RIM industry upon graduation in 2025. She is an active member of the AMCA Records Management Committee.

Nicole Lance, is an internationally certified coach best known for working with individuals and teams who are ready to make courageous transformations. Having spent almost 13 years in local government before wrapping up her career as an Assistant City Manager for a community of 140,000, Nicole now spends her time coaching, speaking, training, and facilitating. She is a co-founder of Arizona Women Leading Government and proudly serves on the board of Arizona’s Children Association, a statewide adoption/foster care/youth behavioral health services agency with a particular focus on LGBTQIA+ youth. Nicole is an Arizona native happily married to her husband, Sean, a high school teacher. She is a proud stepmom to a U.S. Navy Sailor and also a mom to a 5-year-old.
