General Counsel Opinions
One of the most important functions of the League of Arizona Cities and Towns is the provision of legal advice on a wide variety of issues important
to city and town attorneys, other municipal officials, and to the League itself. Since 1959, the League has retained the services of several attorneys
that have served as General Counsel to the organization and, in that capacity, have issued a number of legal opinions about municipal matters. As state
statutes change over time, some of those opinions may become obsolete or are updated with new opinions. What follows is a listing of the
subject matters of opinions that are still relevant to cities and towns today. If there is an opinion that you would like to see for its
