Reyes Medrano, Jr., Tolleson City Manager
Ian McGaughey – Bio
Ian McGaughey has been County Administrator for Yuma County since June 2022 after serving two years as Deputy County Administrator. He has 19 years of local government experience, including serving as City Manager for Somerton, Arizona, Town Manager for Clifton, Arizona, a department director in Tribal local government in Alaska, and as an elected Council member for a city in New York. He has broad experience in the private sector, including small-business ownership, television communications experience, and public relations responsibilities. Ian holds a Bachelor of Arts in Communication from American University in Washington, DC, and a Master of Public Administration from Arkansas State University. He has been an ICMA Credentialed Manager since 2020.
Reyes Medrano, Jr. – Bio
As the City Manager of Tolleson, Reyes Medrano, Jr., is charged with the utmost quality delivery of municipal services to the community, economic development initiatives, budget creation and administration, strategic planning for the city, fiscal accountability, and employee relations. As a Tolleson native, Reyes has borne witness to the growth of the city from a small farming community dubbed “the Vegetable Center of the World,” to a strong commercial and industrial base that allows for the delivery of many amenities and cultural activities to Tolleson’s citizens.
Reyes began his involvement with the City of Tolleson in 1992 as a police dispatcher and administrative assistant to the Chief of Police where he served for five years while completing his Master’s Degree in Educational Psychology and Human Relations from Northern Arizona University. Upon completion of his graduate education, he served as the management assistant to the City Manager’s office. Two years later, at the age of 29, he was promoted to Assistant City Manager. He was ultimately appointed City Manager in October 2005. In addition to his roles with the city, he is a former Adjunct Faculty member of Estrella Mountain Community College where he taught courses in business management, leadership and psychology.
As a proponent of smart economic development, Reyes was instrumental in the attraction of numerous Fortune 500 companies that employ over 30,000 people from throughout the region. His current focus is to ensure that Tolleson is seen as a viable and attractive option for retail developers through economic development strategies and the development of a new civic center and aquatics center.
His passion for employee empowerment and the evocation of greatness in all people has led to the implementation of a Total Quality Management paradigm shift, which ensures educational opportunities for all city personnel. He has been a powerful mentor for the city’s youth and organizational teammates alike, imparting the knowledge he has gained throughout his 32 years of community service.
Professionally, Reyes has been a keynote speaker on a variety of topics for numerous organizations including the Arizona Association of Chicanos in Higher Education, the Maricopa Community College District, and the Gas Light Sustainable Design Expo. He has also been selected to serve the Housing and Urban Development Agency as a member of the Federal National Review Committee and moderated a panel on Diversity and Inclusion in Arizona Municipalities for the Arizona City Manager’s Association. In addition, he was voted “Most Likely to Succeed” for Leadership West Class IV, selected as a member of the inaugural Arizona Business Journal’s Forty under 40 Class of 2001. He was honored by West Valley Magazine as their first “Mover” of the Movers and Shakers program for 2007. Most recently he was appointed to the Arizona Diamondbacks Foundation Board of Directors by the Maricopa County Board of Supervisors.
Community involvement has been a cornerstone for Reyes throughout his lifetime. He has served as a Little League coach, the PTA president for Porfirio Hurtado Gonzales Elementary School, and assisted with the introduction of civic involvement and heightened awareness of careers in public affairs through the Tolleson Teen Council. Further, he has worked with teen parents in the parenting program at Tolleson Union High School District.
Reyes has been married for 32 years to wife, Elisa, and is the proud father of six children and 10 grandchildren who are actively involved in the West Valley. Reyes holds firm in his belief that public service should evoke joy in the served and the public servant.

Michael Ortega – Bio
Michael Ortega is the City Manager of Tucson, overseeing its 4,700 employees and $2 billion annual budget. Before joining the City of Tucson in 2015, Ortega served as Cochise County Administrator and Douglas City Manager.
Ortega graduated from the University of Arizona with a Bachelor of Science in Civil Engineering and later earned a Master of Business Administration also from the UA. He also completed a certificate at the Harvard Kennedy School of Government for Senior Executives in State and Local Government and is an active member of the Arizona City/County Management Association.
As Michael Ortega enters his eighth year as manager of the City of Tucson, he has gained valuable insight on how the $2 billion organization can best prepare our authentic, diverse, and unique community to be a vibrant and sustainable city of the future. Mr. Ortega challenges his staff, in whatever capacity they serve, to not only strive for excellence as they deliver the services expected by the community, but also to realize that they are uniquely positioned to be drivers of innovation and economic opportunity that will benefit all of Tucson’s residents.
Ana Urquijo, ICMA-CM – Bio
Ana Urquijo returned to the City of Douglas in 2021 in the role of City Manager and is a seasoned public manager with almost 36 years of public sector experience. She previously served the City of Douglas for 24 years as HR Director and Deputy City Manager. She thrives on hard work, strong partnerships, and planning the future of the organization. In her role as City Manager, she guided the Mayor and Council to develop their policy priorities, which they refer to as Douglas Vision 2032; she has established SEA Douglas, seeking Sustainability, Efficiency, and Alignment in budget development strategies, in a way that pursues Mayor and Council policy priorities; she has guided the development of a Telecommunications Roadmap focusing on smart city initiatives for Douglas’ future and has built a strong team to keep Douglas in motion.
Before her current role, Ana retired from Douglas and served five years at the City of Tucson in positions of Executive Management Advisor, Administrative Services Officer/HR Director, and Interim Assistant City Manager overseeing the Departments of Business Services, Information Technology, and the Offices of Internal Audit, Innovation & Strategy, and Equal Opportunity Programs. In Tucson, Ana especially enjoyed being a key contributor to efforts focused on strategic planning and financial sustainability including competitive wage adjustments and employee-centric programs.
Ms. Urquijo graduated from the University of Arizona with a Bachelor of Science degree in Public Administration. She later earned a Master of Arts degree in Organizational Management from the University of Phoenix. She also maintains a Credentialed Manager designation with the International City/County Management Association, is a member of the Arizona City/County Management Association, and is a Certified Public Manager, a designation issued by the State of Arizona and Arizona State University.
Born and raised in Douglas, Ana is a third-generation member of the community. In her early career, Ana worked for the State of Arizona Department of Administration in Phoenix as a Personnel Analyst and an Operations Support Supervisor overseeing Human Resources for the Department of Economic Security. She later worked for Cochise County as an HR Analyst as she transitioned her career closer to Douglas to raise her family. Ana and her husband, Jose, have four children and almost eight grandchildren.

Wynette Reed, Goodyear City Manager
Wynette Reed – Bio
Wynette Reed was appointed City Manager of Goodyear in February 2023. Wynette has more than 36 years of municipal government experience, including over 25 years in management/leadership roles.
She came to Goodyear in 2011 as the city's Human Resources Director and was soon promoted to Deputy City Manager in March 2013 and has overseen every department in the city during her tenure.
Prior to joining Goodyear, Reed held the Human Resources Director position for the City of Peoria for 3½ years. Before making her home in Arizona in 2008, she served as HR Director for Larimer County and Assistant HR Director for Fort Collins, Colorado. Reed has experience in strategic planning, organizational development and human capital planning. She graduated from Colorado State University with a Bachelor of Science degree in Biological Sciences and a Master of Science degree in Organizational Leadership. She was also awarded a certificate of completion for the Senior Executives in State and Local Government Program, July 2015, Harvard University, John F. Kennedy School of Government, Executive Education. Reed has demonstrated her leadership acumen throughout her career through building collaborative relationships and a focus on innovative thinking.

Charles P. Potucek, Sierra Vista City Manager
Charles P. Potucek– Bio
Charles P. Potucek was appointed as City Manager of the City of Sierra Vista on April 1, 1996 and has now served 28 years in that role. He started his local government career with the city in September 1986 and served in several capacities including administrative analyst, budget analyst, and assistant to the city manager. Potucek holds both Bachelor of Science (B.S.) in Public Affairs and Master of Public Affairs (M.P.A.) degrees from Indiana University in Bloomington.
In his 38 years of service to the city, Potucek has guided Sierra Vista through significant growth to become a thriving regional hub of commerce, healthcare, education, and recreation. He helped balance this growth in concert with the community, Fort Huachuca, and other partner organizations by making Sierra Vista a leader in water recharge and conservation. Under Potucek’s leadership the city became a founding member of the Upper San Pedro Partnership, established a consolidated court agreement with Cochise County to provide municipal court services, coordinated with area agencies to establish a regional dispatch center, entered into the Army’s first-ever Intergovernmental Support Agreement by partnering with Fort Huachuca to provide emergency medical service, and recently helped negotiate a landmark Resource Management Plan for the San Pedro Riparian National Conservation Area.
Potucek implemented a two-year City Council strategic planning cycle and greatly enhanced the City’s public engagement processes to improve transparency and increase public input on City initiatives. He has recruited and retained a talented leadership team, while fostering a culture where leaders are developed and can grow within the organization.
Potucek and his wife Maureen were married June 26, 1987 and have two children – Michael and Mark. He is involved in a number of civic and religious organizations, including the local Chamber of Commerce, Convention and Visitor’s Bureau, Rotary Club, and Immanuel Lutheran Church. He is also a member of the International City and County Management Association (ICMA) and the Arizona City/County Management Association.
